02 / Inspection scope

What a cottage inspection covers, and what it leaves out

An inspection produces a dated, signed record of four things: utility connections, the access road, the structure and the document file. Each item is checked on site and written into a ledger you receive before you commit to a purchase. Teren Ledger is not a licensed real-estate agency, law firm or notary. Document work is carried out with licensed partners.

  1. 01
    Utility availability

Gas connection point and line pressure, electrical capacity in kW, water source and sewer type, cross-checked with the operator data.

  2. 02
    Access road

Surface of the last kilometre, maximum vehicle class in dry, mud and winter conditions, and the distance to a maintained road.

  3. 03
    Structure and condition

Foundation type, wall material, roof covering, age of heating and wiring, plus visible defects recorded with dated photographs.

  4. 04
    Document readiness

Which of the seven ownership and land documents are present, which are missing, and what the partner notary expects to resolve.

02 — Method

Every claim on this site carries a sample size and a date.

Four checks run on each cottage. Each entry states what we assert, how it was measured, the sample it rests on, and where the finding stops being reliable.

  1. 01 Utilities

    Claim
Gas, electricity, water and sewer are live at the plot boundary.
    Method
Operator connection certificates collected, nearest tie-in point photographed and pipe diameter recorded.
    Sample
    38 cottages, 12–28 February 2025
    Limitation
Spare capacity for a future load and seasonal pressure drops are not measured.
  2. 02 Access road

    Claim
The address is reachable year-round by a standard passenger car.
    Method
Last 3 km driven in dry weather, surface type, width and turning space logged, winter state confirmed with two residents.
    Sample
    38 cottages, 12–28 February 2025
    Limitation
Mud season passability is inferred from interviews, not observed in season.
  3. 03 Structure

    Claim
Walls, roof and foundation show no active movement at the date of visit.
    Method
Visual survey with crack gauges installed on any opening wider than 0.3 mm, moisture reading at the plinth.
    Sample
    38 cottages, 12–28 February 2025
    Limitation
No destructive testing and no engineer's report; hidden floor and roof structures stay unverified.
  4. 04 Documents

    Claim
Ownership and land-use records reconcile with the cadastre extract.
    Method
Extract, registration record and technical passport compared line by line with licensed partners.
    Sample
    38 cottages, 12–28 February 2025
    Limitation
Claims predating the 2013 registry transfer are not traceable by us.

03 — Utilities and access

What the grid and the road actually deliver

Every listing carries two verdicts: whether gas, power, water and sewer reach the plot, and whether a vehicle reaches the gate in dry weather, in mud season and in January.

Utility availability matrix

Utility status and indicative connection cost. Inspected cottages, Kyiv and Zhytomyr oblasts, 2024–2025.

Cost is the operator tariff plus trench and meter work quoted at inspection. Internal wiring of the plot is excluded.

Access road status

Access route driven at inspection. Surface class and seasonal passability.

Known limitations

  • Power capacity is read from the connection contract, not from the pole. Where no contract exists, spare transformer capacity is recorded as unconfirmed.
  • Gas pressure is measured at the plot boundary once. Pressure drops at the end of the street in peak season are not captured.
  • Road class reflects the surface we drove on the inspection date. A grader visit or a new culvert can change it before your purchase completes.

05 Limitations

What this inspection record does not cover

Findings describe conditions at the date of inspection. They are not a valuation, a title guarantee, or a substitute for your own checks.

Date-based findings
Every record carries the date the inspector stood on site. Utilities, road surface and structural condition can change after that date. We do not re-verify a property without a new visit.
Not an agency
beyozndhorizonvventures.com does not broker, sell or represent sellers. We hold no exclusive listings and take no commission from a completed sale.
Independent verification
Buyers must confirm cadastral data, ownership and encumbrances through the state register and their own surveyor before signing.
Legal review
Document packs are reviewed by licensed partners. Our notes flag gaps and missing papers. They are not legal advice or a notarial opinion.

Negative outcomes stay in the record too. Rejected listings are kept with a reason code so the sample is not filtered to success stories.
